The real social cost of rent-seeking activities is the financial rents distributed through govermental channels. Budget deficits form 1980 onwards are the main indicator of these financial rents. Because of these budget deficits not only public expenditures have been curtailed but private saving also have not been transformed into investments unemployment is the essential economic problem of Turkey and as long as this problem persist public services will remain as a permanent source for rent-seeking, activities.
