This study analyzes internal rate of return on education in public sector in Turkey between 1980-1995. Internal rate of return on education shows the inequality between civil servants and workers because of the lack of right to make collective agreement of civil servants. Internal rate of return on education of workers decreases as education level increases and it is too low in total for civil servants. Internal rate of return on the job training is low in total for both workers and civil servants. These results of internal rate of return on education for civil servants and public workers shows that education and experience do not effect the wage or salary levels in great amount in public scctor.
