If the religious norms that were applied to the individual rights before the acceptance. of principle of secularity, are arranged by the laws in contemporary states, the social aids which are at the same time part of religious rituals alsa should be taken in hand as a right of individuals in terms of laws. But in our country the social aids systems are not operating properly in this respect. So, in order to prevent to prodigality it should be restructured.
