In 1985, the Federal Republic of Germany, France, Belgium, Luxemburg and the Netherlands signed the Schengen Agreement on the gradual abalition of chedes at their common borders. Schengen Convention was drafted and signed on 19 June 1990. When it came into effect in 1995, it abolished the internal borders of the signatory states and created a single external border. To ensure the realisation of "free movement of persons" according to the Treaty of Rome, this convention and its implementing provisions were incorporated into the framework of the European Union when the Treaty of Amsterdam came into force (1 May 1999). At present the Schengen acquis implements in 13 Member States (with the exception of the United Kingdom and Ireland) and two non-member States (Norway and Iceland).
